In this article from International Viewpoint, Éric Toussaint argues that the concept of the World as a huge bureaucracy, gradually freed from the influence of the US, is misguided.
Referring to the book Foreclosing the Future by Bruce Rich, Toussaint argues that the World Bank is still firmly under the control of the U.S. government which negotiates on policies with the governments of other leading capitalist powers. Washington has often failed to reach agreement with its principal partners – Japan, Germany, Great Britain and France – and it then imposes its views directly on the Bank. On several occasions, meanwhile, U.S. Administrations have had to reach compromises with the Congress on the U.S. posture towards the Bank and its activities.
